fix(windows): clippy + 11 unit-test failures from windows-latest CI

- file_security: drop unnecessary `as u32`, rename shadowed `let ok`.
- process_control: use `io::Error::other`, rename shadowed `let ok`.
- lockfile: lock 1 byte at offset u32::MAX so external readers can
  read the pidfile without ERROR_LOCK_VIOLATION (33); fixes 5 lockfile
  tests plus the contended `read_pid` path.
- init/download: implement `available_bytes` via GetDiskFreeSpaceExW;
  precheck_disk tests use `std::env::temp_dir()` so both platforms
  probe a valid filesystem root.
- util/paths::trailing_path_label: filter to Component::Normal so
  RootDir ("\\" on Windows, "/" on Unix) doesn't burn a label slot.
- init/detection test: add Windows arm.
- cli/colors test: cfg-gate the HOME-driven collapse test to unix.
- util/clipboard test: probe `cmd.exe` on Windows (which_on_path
  doesn't append PATHEXT).
