chore(release,todo): fix scoop bucket path layout + expand R2 roadmap

Two cleanups around the 0.0.2 Windows shipment:

- release.yml publish-scoop: write llamastash.json at the bucket
  repo root, not bucket/llamastash.json. Matches kdash-rs/scoop-kdash
  convention (third-party Scoop buckets put the manifest at root;
  bucket/ is for the official ScoopInstaller bucket only). Local
  sibling checkout lives at ~/Workspace/oss-libs/scoop-llamastash/
  (not under llamadash-rs/) per the scoop-kdash pattern.
- TODO.md R2: explicit list of Windows follow-ups deferred from 0.0.2
  (AMD GPU detection, aarch64-pc-windows-msvc, code signing, MSI +
  winget, alternative-terminal TUI verify, WSL2 docs, Windows
  integration-test gating, CTRL_BREAK reliability spike). Also moved
  the post-Windows-port deferrals (SSE, LAN exposure + auth/TLS, MCP,
  Anthropic shim, per-PID VRAM, GPU/CPU offload UI, MLX/vLLM, Docker,
  Linux CUDA build) into a single visible roadmap block so post-0.0.2
  prioritisation has one place to read from.
