Detect npm no-op publish from lerna output, not summary file

lerna 9's --summary-file stays empty even after a successful publish, so
the `[ ! -s ]` guard failed the job despite all packages publishing. Tee
lerna's output and check for "lerna success published" instead, which
still catches the genuine no-op ("No changed packages to publish").
