Gate space task RPC handler test coverage (#2031)

* test: gate space task handler coverage

Require modified spaceTask RPC handlers to have matching handler-path tests before PRs can pass CI.

* fix: harden handler test gate

Fetch full history in CI, skip unavailable local comparison refs, and require actual handler test calls.

* test: cover pending completion RPC handler

Add direct handler-path tests so the space task handler coverage gate passes existing handlers without false positives.

* fix: ignore disabled handler tests in gate

Strip comments and skipped test bodies before collecting handler-path calls so only executable tests satisfy coverage.

* fix: test handler gate in CI

Run the coverage gate when handler tests change, execute the gate parser tests in CI, and keep current knip ignores explicit.

* fix: require executed handler test calls

Only count top-level executed handler call statements inside enabled tests, and reject wrapped non-executed call helpers.

* fix: reject nested handler coverage
