Add validation-only workflow completion (#2033)

* feat: add validation-only workflow completion

Allow coding workflow tasks with no code changes to record validation evidence and complete without a PR URL while preserving the existing PR review path.

* fix: keep validation-only workflow path closable

Preserve validation completion sources, restamp new branch topology, and treat terminal feedback channels separately from wildcard outbounds so no-code-change tasks can close without PR routing.

* fix: preserve validation approval routing source

Keep human-approved validation completions tied to their submitting node, include agent-slot channels in terminal checks, and avoid duplicating renamed built-in nodes during restamp.

* fix: clear pending state on skipped approval routes

Include start-node agent refs when recognizing terminal feedback loops and clear pending completion metadata when post-approval routing skips before dispatch.

* fix: harden validation-only workflow path

Require clean worktrees for validation-only handoffs, preserve non-end terminal sessions during cleanup, and keep template restamps usable after node renames.

* fix: preserve legacy validation-only upgrade path

Keep migration 94 matching two-node Coding Workflow rows and make validation-only gates reject committed changes against the base ref.

* fix: address validation-only review edge cases
