fix(build): re-fetch breadboard when the pinned version changes (#442)

fetch_breadboard.py skipped the fetch whenever .breadboard/components already
existed, with no version awareness. After bumping the VERSION pin, a developer
with a previously-fetched .breadboard kept building against the OLD breadboard
indefinitely — silently. this shipped local dev images whose bb_ota_pull lacked
the v0.41.0 partial_http_download fix, so OTA pull failed (mbedtls -0x7100) on
no-PSRAM boards even though the CI-built release was fine.

write a .version stamp on fetch and compare it on subsequent runs: re-fetch when
it's missing or doesn't match VERSION. BREADBOARD_LOCAL symlinks are still
honored (and a stale symlink from a prior local build is left as-is, not
clobbered). matching pin skips the fetch as before.
