fix: use os.pathsep for cross-platform path separator

Use os.pathsep instead of hardcoded ':' for path separator in
load_skills_from_env, making it work correctly on Windows (';')
and Unix (':').

Also update tests to use os.pathsep for consistent behavior across
platforms.
