Add PACKAGE.md with agent-ready documentation including:
- Overview and key differentiators
- Installation and quick start (CLI + library)
- Key components (Agent, Config, Events, Tools, Agent Definitions)
- Common patterns and code examples
- Dependencies and architecture

Add HISTORY.md with version history for 0.4.0, 0.3.0, and 0.2.x.
