connection: parse_account_info proto-only at floor 213 (#633)

* connection: parse_account_info proto-only at floor 213

Delete the text branches in parse_account_info for NextValidId and
ManagedAccounts; both message types are gate 213 and the connection
floor now rejects servers below that. Use require_proto() so a
text-framed arrival surfaces as Error::UnexpectedResponse instead of
silently failing.

Test fixtures across connection/ + client/ + transport/sync/ tests
migrate from binary_text/from_simple text-frames to proto-frames for
the two affected message types; MockSocket gains a proto-aware
read_message branch.

* simplify: extract proto-frame test helpers to test_utils

/simplify: collapse 12 inline copies (4 test files × 3 helpers) of
binary_proto / next_valid_id_frame / managed_accounts_frame into
shared test_utils::helpers. Also reference PROTOBUF_MSG_ID by name
in the MockSocket framing comment.
