* accounts: decode_family_codes proto-only at floor 213

Gate is PROTOBUF_REST_MESSAGES_2 (212), below the connection floor (213),
so the text branch is unreachable. Flip decode_family_codes wrapper to
require_proto() over &ResponseMessage; sync/async fixtures migrate from
family_codes().encode_pipe() text frames to
proto_response(IncomingMessages::FamilyCodes, ...encode_proto()). Adds
_rejects_text_framing regression test; deletes the three text-fixture
tests in decoders/tests.rs. One-shot callsites wrap the decoder in a
closure since one_shot_request's processor signature is still
Fn(&mut ResponseMessage) -- the &mut->& coercion happens in arg position.

Per-domain count accounts 4/11/4 -> 3/11/3.

* plan: track /simplify deferrals from PR-C1

Per /simplify deferral rule of three: log the test-helper extraction and
the one_shot_request signature flip as PR-C3-time follow-ups so neither
gets lost between C-series PRs.
