inat_imports: move 2 forms to Views/ (#4344)

Per #4331:
- Components::InatImportForm
    -> Views::Controllers::InatImports::Form
- Components::InatImportConfirmForm
    -> Views::Controllers::InatImports::ConfirmForm

ConfirmForm keeps the descriptive suffix because the controller has
multiple flows and these forms are distinct (initial new-form vs
confirmation step). Two callers updated (new.rb + confirm.html.erb).
