✨ feat: add file reader and writer system with JSON support

Implement a pluggable file reading and writing system to support translation file I/O operations:

- Add FileReader and FileWriter interfaces for abstraction
- Implement FileReaderRegistry and FileWriterRegistry with factory pattern
- Add JsonFileReader and JsonFileWriter with support for single and multi-language files
- Create FileReaderError and FileWriterError for better error handling
- Extend Configuration interface with file, files, and charset options
- Add comprehensive unit tests for all new components
- Export new modules through package index

This enables flexible file format support through a registry-based system, with JSON as the initial implementation.
