feat: add Babeli core class with validate and update methods

Introduce the main Babeli class as the primary API for managing translations.
This provides a clean, simple interface for validating and updating translation files.

- Add Babeli.validate() method to check translation files for errors
- Add Babeli.update() method to apply actions and update translation files
- Support both multi-language and single-language file formats
- Add skip functionality via BABELI_SKIP env variable or config option
- Support configurable actions via config or using all registered actions
- Support model provider selection via config or BABELI_MODEL_PROVIDER env var
- Add comprehensive test suite covering validate and update workflows
- Extend Configuration interface with actions and skip options
- Export Babeli class from package entry point
