✨ feat: add action system with logging infrastructure

Implement a flexible action system for translation file processing with comprehensive logging support:

- Add Action interface for validating and updating translation files (single/multi-language)
- Implement ActionRegistry for managing and creating actions dynamically
- Create MissingAction for handling missing translation keys
- Create SortAction for sorting translation entries
- Add custom error types (ActionNotFoundError, UnexpectedError)
- Implement Logger class with configurable LoggingProvider interface
- Add DefaultLoggingProvider for console-based logging
- Add relativePath utility function
- Extend Configuration with workingDirectory, baseLanguage, debug, and loggingProvider options
- Include comprehensive test coverage for all new components

This establishes the foundation for extensible translation file processing with 1,047 additions across 24 files.
