fix: add fn:serialize to builtins to eliminate XPST0017 false positives

fn:serialize was absent from builtins-fn.xq so any call to it in the fn:
namespace triggered "function not declared [XPST0017]". Adding both the
1-arg and 2-arg overloads (per the XQuery/XPath spec) clears the false
positive in app/CatalogCheck Catalog015 and removes XPST0017 noise from
the entire fn-serialize and prod-CompNamespaceConstructor test suites.
