Propagate workflow result artifacts to tasks (#1991)

* fix: propagate workflow result artifacts to tasks

Copy primary workflow result artifact summaries into completed task outcome fields without overwriting existing task results, so downstream Forge evidence can rely on task-level summaries.

* fix: use latest workflow result artifact

Select the newest result artifact summary when backfilling task outcomes so retry/review cycles do not preserve stale summaries.

* fix: prefer fresh workflow completion summaries

Use newly produced artifact or workflow summaries ahead of prior task outcome fields so rejected review cycles cannot preserve stale results.

* fix: refine workflow result precedence

Preserve canonical task outcomes before sibling fallback and choose result artifacts by updated time so overwritten artifact rows win over stale created-order entries.
