Make Goal and Forge mobile-friendly (#1987)

* fix: guard stale scope and deep-link back state

* fix: align scope panel tests after dev rebase

* Polish task pane auxiliary panel

Keep Goal and Forge selections in the shared right-panel signals so the contextual toggle can open their detail panels from production UI.

* Polish goals and forge panel chrome

* Move task canvas toggle out of composer

Restore editing, lifecycle actions, immediate task creation, and linked-task navigation inside the shared right-panel goal detail.

* test: align goals list coverage with panel split

Move goal lifecycle assertions to the right-panel tests and keep SpaceGoals focused on list rendering plus selection signaling.
