vm: revert NoDiscard native emit (keep helpers)

The OP_NODISCARD_ENTER/EXIT bracket caused a stack overflow on the
bug73156 + bug21478 panic-recovery path — FuncContext.Loc recursing
through c.Context.Loc with no terminator. Going back to OpTryFinally
delegation for now; the compiler.NoDiscardEnter / NoDiscardExit /
NoDiscardRestore helpers stay so the AST runner uses them, and a
future native re-lower will work once the underlying recursion is
diagnosed.
