feat(bb_http): add parameters to bb_route_t for OpenAPI query/path docs (#268)

- add bb_route_param_t struct (name, in, description, required, schema_type)
- add parameters/parameters_count fields to bb_route_t; zero-init is safe for all existing routes
- bb_openapi_emit emits a parameters array on each operation when count > 0
- /api/events declares topic query param with description referencing /api/diag/events
- two new host tests verify parameters emitted when set, absent when null
