feat(bb_update_check): bump default poll interval to 6 h and add ±10 min jitter (#267)

- change CONFIG_BB_UPDATE_CHECK_INTERVAL_S default from 300 → 21600 (6 hours)
  to stay well under github's 60 req/h unauthenticated rate limit
- replace periodic bb_timer with a one-shot esp_timer that reschedules itself
  each tick using CONFIG_BB_UPDATE_CHECK_INTERVAL_S ± uniform 600 s jitter
  (floored at 60 s) so a fleet rebooted together drifts apart over time
- update kconfig help text to document the ±10 min jitter behaviour
- swap bb_timer priv_requires for esp_timer + esp_hw_support
