feat(bb_update_check): add GET/POST /api/update/check/config toggle endpoint (#269)

- add bb_update_check_config_get_handler and bb_update_check_config_post_handler
  to bb_update_check_common.c (compiles on host for testability)
- register both routes in bb_update_check_espidf.c alongside /api/update/status
- expose handler symbols and route accessors via bb_update_check_internal.h
- add bb_http_host_capture_set_req_body and fix bb_http_resp_send_err to
  capture status in host mock (enables POST handler testing on host)
- add 10 host tests covering GET state, POST toggle, and 4xx error branches
- update native_scaffold.py to declare bb_http/bb_json/bb_nv deps for bb_update_check
