vm: lower declare(ticks=N) { … } natively

Emit the body's statements normally and insert OP_CALL_TICK_FUNCTIONS
after every N. The opcode just calls ctx.Global().CallTickFunctions
which is a no-op when no tick functions are registered (the common
case).

Drops runnableDeclareTicks from IsStmtAstDelegated and IsSlotSafe's
delegated case list.
