vm: drop bare-variable statements (\`\$x;\`) without emitting load

PHP's compiler optimizes \`\$x;\` away — no FETCH_R, no
"Undefined variable" warning. The AST runner replicates that in
runVariable.Run via a write=true short-circuit when Parent is a
Runnables. The VM has no parent concept, so add a direct skip in
emitStmt for variableNode at the top level.

Fixes declare_005 / declare_007 which exercise \`\$statement;\` inside
declare(ticks=1) blocks.
