vm: lower Cls::\${\$name} dyn-name static-prop reads natively

Extracted EvalClassStaticDynVarRead from runClassStaticDynVarRef.Run.
Added OP_CLASS_STATIC_DYN_GET that pops the name value and the
class-source value, calls the helper, pushes the result. No
visibility check (matches original AST semantics for the dyn-name
form).

With this, IsClassConstNode returns false for every concrete form —
the class-const family (\`Cls::CONST\`, \`Cls::{\$expr}\`, \`Cls::\$prop\`,
\`Cls::\${\$expr}\`, \`Cls::class\`, \`Cls::IDENT\`) is fully native.
The write side of these still AST-delegates via emitAssignViaAST,
which is a separate concern.
