vm: convert numeric-string offset to int on string container

When a numeric-string ('0', '16', etc.) indexes a string value, the
AST converts the offset to int up-front so ZStringArray takes the
int path and skips the "Illegal string offset" warning. The VM was
passing the string through, which triggered the warning. Mirror the
AST conversion. Resolves the remaining `+Warning: Illegal string
offset "0"` lines in bug31098.
