docs: refresh VM section with current regression count and bench numbers

* Bring regression count down to ~20 (was 24); update categories
  to reflect actually-remaining tests (no longer mentions
  stream_bucket_make_writeable since by-ref-builtin fall-back fixes
  shipped, and so on).
* Update benchmark table with current numbers (better speedups
  across the board now that vmcompiler is consistently imported).
* Document the import requirement explicitly so future contributors
  don't hit the same silent-AST-fallback bug.
