phpctx: RegisterClass(same-class) is also a no-op

Same pattern as the RegisterFunction fix in the previous commit:
the VM-compiled script body can re-execute a class declaration
that was already registered via the lazy-class table on an earlier
dispatch. Treat the same-class re-register as a no-op so the test
doesn't fail with a spurious redeclaration error.
