Add dynamic prescaler to CaptureConfig, fix servo decode on all MCUs

Second instance of AM32 ISR-side HAL feedback lost in port: the input
capture timer prescaler must change on protocol detection. AM32 sets
ic_timer_prescaler = CPU_MHZ - 1 for servo (1 µs/tick) and 0/1 for
DShot (max resolution). The Rust port used a fixed prescaler.

Replace CaptureSize with CaptureConfig carrying ndtr + optional
prescaler. On detection, process() returns the protocol-appropriate
prescaler. All 4 MCU EXTI handlers apply PSC + EGR.UG on change.
