deps: bump phpunit/phpunit to ^11.5.50 and phpcov to ^10.0

Pulls in the PHPUnit 11 ecosystem (sebastian/* and phpunit/php-* trail
along to their 11-line versions). The 11.5.50 floor matches the
security-advisories cutoff.

Required adjustments:
- tests/Commands/Setup/ContentReplacer dropped its parent-passthrough
  __construct(): PHPUnit 11 marks TestCase::__construct() as @final, and
  PHPStan's method.parentMethodFinalByPhpDoc check now flags the override.
- rector.php skips ParentTestClassConstructorRector for the same reason
  (it would re-add the constructor and oscillate against PHPStan).
- phpunit.xml.dist points at the 11.5 schema.

PHPUnit 12 is the next major but is blocked by codeigniter4/devkit v1.3.0
which only allows ^10.5 || ^11.5; revisit when devkit publishes a release
allowing PHPUnit 12.
