bsc#1257930: update dependencies on "time" crate (#3463)

## Problem

Version `0.3.41` of the [time crate] is affected by a security
vulnerability.

## Solution

Update `reqwest` and `simple_asn1` which depends on a vulnerable version
of `time`.
