refactor(config): extract load_pool_slot / save_pool_slot helpers (#345)

- removes ~85 lines of primary/fallback duplication in taipan_config_init
  and taipan_config_set_pools
- nvs schema unchanged: every key string is byte-identical via static key
  tables (pool_host/_2, pool_enxsub/pool_enxsub2, etc.)
- all 891 host tests pass; all firmware targets build clean
