feat(autofan): per-subsystem die/vr setpoints (TA-352) (#323)

- split single temp_target_c into die_target_c (default 60°C) and
  vr_target_c (default 75°C); old NVS key dropped, no migration
- PID input selection now picks whichever subsystem has the larger
  err/target ratio — VR no longer pins fan at 100% just because its
  normal range exceeds die's target
- /api/fan exposes both fields; webui FanEditDialog gets a second
  slider; Settings summary shows both
- Dashboard VR StatTile thresholds bump 75/90 → 90/105 (aligned with
  TA-189's planned shutdown threshold)
