fix(webui): strict /api/fan form parsing — 400 on malformed values (TA-351) (#322)

- replace val[0] == '1' / strtoul in fan_post_handler with
  bb_url_parse_bool / bb_url_parse_uint (breadboard v0.23.0)
- autofan now accepts the usual true/false/yes/no/on/off spellings;
  numeric fields require pure decimal digits
- garbage input returns 400 with a per-field message instead of
  silently writing 0/false to NVS
- drop the client-side autofan='1'/'0' workaround in patchFan that
  PR #321 added as a footgun guard — server is the source of truth now
- bump .breadboard to v0.23.0
