refactor(mining): unify expected_ghs calc behind mining_get_expected_ghs() (#324)

- new mining_get_expected_ghs() in mining/ owns the per-board calculation:
  ASIC = freq × small_cores × asic_count / 1000; non-ASIC = sha microbench
  ceiling / 1e6 (TA-339)
- routes.c populates a single stats_snapshot_t.expected_ghs field; both
  expected_ghs branches in routes_json.c collapse to a sentinel-null emit
- tdongle expected_ghs is now sourced from the boot microbench instead of
  a stale hardcoded 0.000223 — bench 172.16.1.117 reports ~0.000305
  matching its measured 305.4 kH/s ceiling
