feat(webui): wire fan config form + PID source badge (TA-315) (#321)

- Extend Fan API type with autofan/temp_target_c/manual_pct/min_pct config
  and TA-141 telemetry (die_ema_c, vr_ema_c, pid_input_c, pid_input_src);
  add patchFan() form-urlencoded helper that encodes autofan as '1'/'0'
  to work around the TA-351 firmware parser bug client-side.
- New FanEditDialog component with autofan toggle + sliders for target
  temperature, minimum fan speed, and manual fan speed. Mounted once at
  app root; opened via fanEditOpen store from either trigger.
- Dashboard: Fan card is now clickable (cursor + focus-visible + role=button)
  and shows a PID source badge in the header when autofan is on.
- Settings: replaces the disabled TA-141 placeholder with a read-only Fan
  summary plus an Edit button next to the section header.
- Promote shared form CSS (.setup-form, .form-group, .opt-row, .slider-group,
  .actions, .msg) and .mode-badge to ui-kit/utilities.css; PoolEditForm is
  the canonical reference. Drops duplicated styles from PoolEditForm.
- Restore the "Verifying firmware fixes" guidance to TaipanMiner/CLAUDE.md
  that was clobbered earlier.
- Tests: 4 new patchFan cases covering URL/method/body encoding and the
  autofan='1'/'0' guard against the TA-351 footgun.

Per-board / per-subsystem setpoint redesign tracked separately as TA-352.
