feat(metadata)!: convert @once to factory with onRepeat callback

BREAKING CHANGE: `@once` is now a decorator factory — call sites must
use `@once()` instead of `@once`. The factory accepts an optional
`{ onRepeat }` callback that fires on each repeat call with
`{ index, args }`.
