* Fix OpenRouter model allowlist filtering

Add a configurable provider model allowlist so OpenRouter model pickers and runtime setup can be limited to dashboard-enabled account models when the provider API only exposes the global catalog.

Keep allowlist state in sync for full settings saves, clarify disallowed-model errors, cache fallback model lists, and cover the UI-driven allowlist format.
