license: add COPYING (LGPL-2.1) matching upstream layout (#76)

Upstream (savoirfairelinux/num2words) ships its license as a top-level
COPYING file containing the GNU Lesser General Public License 2.1 text.
num2words2 was missing the file entirely while still claiming LGPL-2.1
in pyproject.toml and setup.py — flagged by AUR/PyPI lint.

- COPYING — verbatim copy of the upstream LGPL-2.1 text (145 lines).
- pyproject.toml — declare the license statically with the SPDX
  identifier and point license-files at COPYING.
- setup.py — same, plus license_files for older toolchains.

Verified: sdist now embeds 'License: LGPL-2.1-only' and 'License-File: COPYING'
in PKG-INFO.
