typing+ci: add py.typed marker and drop 4 duplicate publish workflows (#77)

PEP 561 compliance: ship num2words2/py.typed so downstream users see
type hints (most are unannotated today, but this opens the door for
incremental typing without re-publishing).

CI cleanup: there were five workflows that all build-and-publish to
PyPI. Keeping only release.yml (the canonical tag-driven one) and
deleting the four duplicates that were causing queue contention during
the v1.0.3 release:

- publish-pypi.yml — manual_dispatch with version input
- python-publish.yml — auto-publish on every CI success (dangerous)
- manual-publish.yml — manual_dispatch with patch/minor/major picker
- manual-release.yml — manual GitHub release creator

release.yml already covers all real publishing needs (PyPI on v* tag
via OIDC + GitHub release + assets). aur-publish.yml piggybacks on the
same v* tag for the AUR auto-bump.
