packaging: add AUR PKGBUILD + auto-publish workflow (#56)

* packaging: add AUR PKGBUILD + auto-publish workflow

Adds the files needed to publish python-num2words2 on the Arch User
Repository, mirroring the existing python-num2words package.

- packaging/aur/python-num2words2/PKGBUILD — build recipe pinned to PyPI
  sdist of v1.0.3 with sha256 verified.
- packaging/aur/python-num2words2/.SRCINFO — generated metadata for the
  AUR website.
- packaging/aur/python-num2words2/README.md — one-time setup + bump
  procedure.
- .github/workflows/aur-publish.yml — auto-bumps the AUR PKGBUILD on
  every v* tag, after PyPI confirms the version is published. Requires
  AUR_USERNAME / AUR_EMAIL / AUR_SSH_KEY repo secrets and a one-time
  manual push to create the AUR repo.

* test: align tr_coverage with #45's leading-zero fix

Stale expectation 'sıfırvirgülbir' was masking the v1.0.3 fix for
0.01 -> 'sıfırvirgülsıfırbir'.
