feat: enable panic trigger on debug builds via fixed sdkconfig overlay layering (#291)

Bumps breadboard to v0.19.0 for the new POST /api/diag/panic/trigger
route, which is gated by CONFIG_BB_DIAG_PANIC_TRIGGER (default off).
Enables it across all *-debug envs via a shared sdkconfig/debug-common
overlay so we can validate panic capture / coredump end-to-end on bench
hardware without physically rebooting.

Discovered while wiring this: board_build.esp-idf.sdkconfig_defaults
with multiple files silently no-ops the 2nd+ files under the pioarduino
platform. Switched all envs to the supported pattern
board_build.cmake_extra_args = -DSDKCONFIG_DEFAULTS="f1;f2;..." so the
existing per-board and *-debug overlays now actually take effect (e.g.
CONFIG_LOG_DEFAULT_LEVEL=4 in *-debug builds was previously dropped).
