fix: regenerate embedded partitions per build to avoid env-switch staleness (#293)

The mtime skip kept the previous env's partitions baked into src/partition_fixup_data.c when switching envs (e.g. tdongle-s3 16MB → esp32-wroom32 4MB), so partition_fixup would write the wrong layout to flash on every boot.
