v1.30.24: Register Mtb (H37Rv) and Plasmodium falciparum (3D7) reference proteomes (#39) (#212)

Closes 3 of the 8 warn-severity gaps surfaced by qc.proteome_coverage
in v1.30.23 -- the bacterial / parasitic source organisms with >=100
rows in the production parquet that lacked any registered reference
proteome:

  Mycobacterium tuberculosis        737 rows / 42 PMIDs   -> UP000001584
  Mycobacterium tuberculosis H37Rv  556 rows / 14 PMIDs   -> UP000001584
  Plasmodium falciparum             468 rows / 28 PMIDs   -> UP000001450

Both are canonical immunology / antimalarial epitope reference strains
(H37Rv = ATCC 25618, the most-sequenced Mtb strain; 3D7 = the standard
P. falciparum clone). Total ~1.8K rows / ~84 PMIDs unblocked for
downstream features needing a per-organism proteome (#39).

Drive-by: two existing tests in test_multi_proteome_flanking.py used
"Mycobacterium tuberculosis" as a sentinel "unregistered organism"
for exercising the UniProt fallback path. Switch them to "Pteropus
alecto" (still unregistered, IEDB-known) so the test continues to
exercise the network path rather than short-circuiting on the new
static registration.

Remaining warn-severity gaps from qc.proteome_coverage are the AAV
serotypes (UniProt's auto-resolver mis-maps AAV6 -> AAV2 and can't
find AAV9), which need manual triage and are deferred to a separate
PR.
