refactor(webui): pool edit moves to modal, standardize tooltip + password input (#286)

- PoolEditDialog wraps PoolEditForm in shared modal-panel; backdrop dismiss
- PoolEditForm uses prov-style vertical layout, advanced options (extranonce/decode coinbase) collapsed in details drawer
- new components/Tooltip.svelte hoists the existing has-tip/tip pattern; replaces native title= on PoolRow setting indicators, the scriptSig pool-tag in Pool.svelte, and adds (?) icons to every edit-form field label
- new ui-kit/PasswordInput.svelte (with eye toggle) — pool password is now a real password field; blank submit deletes the key so firmware preserves the stored value
