feat(webui): live System page via /api/health + reboot detection (TA-311) (#287)

- firmware: register a TM health extender adding stratum + stratum_fail_count to /api/health (live liveness fields belong here, not /api/pool)
- ui: fetchHealth, health store, polled every 5s alongside existing stores
- ui: System.svelte reads health for WiFi/mDNS/Stratum/Firmware dots, RSSI, free_heap; static identity (board, MAC, IP, version, reset_reason, wdt_resets, boot_time) stays on info
- ui: detect reboot via stats.uptime_s drop; invalidates infoLoaded/settingsLoaded so /api/info refetches and the Runtime card matches the new boot
