v1.30.19: Propagate severity tiers through curation_plan (#205)

Follow-up to v1.30.18. The borderline_class_label_n and
implausible_class_label_n columns landed in v1.30.18 on the
discrepancies report, but curation_plan -- which rolls up every
qc signal per PMID for triage -- was still summing only the
binary suspect_class_label_n.

curation_plan now propagates both tier columns into the per-PMID
rollup so a curator picking next-PMID-to-fix can see at a glance
"PMID 12345 has 200 borderline rows (probably bulged peptides --
fine)" vs "PMID 67890 has 200 implausible rows (drift -- fix the
class column)" without bouncing back to discrepancies.

Backwards-compat: the new columns are guarded by .columns checks
so callers fixturing older discrepancies output continue to work.
