feat(webui): rejected-share breakdown strip on Dashboard (#269)

- api: add RejectedBreakdown type matching /api/stats.rejected
- hero: render full-width strip across the bottom of the Hero card listing
  per-reason counts with color dots; only renders when total > 0; wraps to
  multiple rows on narrow screens
- hero: replace fixed-width Sparkline with inline percentage-based SVG so
  the trend line aligns with the 1m/10m/1h column text and dots stay round
  at any width
