feat(webui): surface vin_low as warning badge (#268)

- alertbanner: emit warning when /api/power.vin_low is true
- stattile: optional flag prop forces warn/danger status
- dashboard: input voltage tile flags warn when vin_low
- alertbanner: switch to ui-kit .banner styles for visual parity with flasher
