Skip consent-issue upsert silently when issues are disabled on the repo

chrisns/magictable surfaced a real failure once we took the bot off
pause: the repo has GitHub Issues turned off, so creating the consent
issue throws. We have nowhere to put a consent issue on those repos —
just skip the upsert (the caller already log-and-continues, but throwing
generates noisy ERROR lines every tick). Detect both up-front via
`repo.has_issues` and as a safety net via the API error message.
