Auto-apply templated-files changes — the PR is already the consent gate

Move `files` into LOW_RISK_KINDS so file drift goes through the same
auto-apply path as the security flags. The apply doesn't actually mutate
the repo: it opens (or updates) the `repomanager_files` PR. Reviewing
and merging that PR is the consent step, so making the user tick a
checkbox first to ask the bot to open the PR is just busywork.
